1) Heat the olive oil in a medium saute pan over a medium-low heat, and add the garlic, onions, peppers, rosemary, chili flakes and peppercorns. Saute for 10 minutes.
2) Add all the olives, the pepperoncini, carrots and vinegar. Stir and simmer for 10 minutes over a low heat. Serve warm.
